Spectrum Land Services has been involved with a number of large projects that require a reliable, comprehensive, fully integrated tracking and reporting software system. Joe has over 38 years experience in right-of-way, oil and gas acquisition, and other land related services. His areas of expertise include project management, title research and analysis, surface, mineral, leasehold, title curative, and due diligence. He has played an integral part in working with large municipalities in land development and road expansion projects in the Southern California area as well as with Fortune 500 companies. In 1999, he collaborated with Rich Maldonado to create Spectrum Land Services. Joe is responsible for new business development, daily operations, budgeting, and public relations for Spectrum Land Services. In 1983, he founded Empire Oil Company, North Dakota, an oil and gas acquisition company. He is an active member of the International Right-of-Way Association (IRWA), Orange County Chapter and the Los Angeles Association of Petroleum Landmen (LAAPL), Los Angeles, Chapter I. Joe graduated from the University of North Dakota with a B.S. in Business.
Rich has over 28 years of combined experience in the areas of project management, land title research, land surveying, land acquisitions, and strategic business planning in connection managed real property assets. He began his career with Southern California Edison and served the Company for nine years as a Right-of-Way Analyst and later as an Independent Contractor providing the electric utility industry with communication fiber and pipeline system rights analysis. In 1999, he co-founded Spectrum Land Services, Inc. and is currently responsible for all phases of business management for the company; including marketing, operations, human resources, staff integration and project development. Rich is a Certified Real Estate Consultant (CREC) and an active member of the International Right-of-Way Association (IRWA). and the Los Angeles Association of Petroleum Landmen (LAAPL). Rich studied engineering at Mt. San Antonio College in Walnut, California
Cindy has over fifteen years of experience working in real estate, title and right-of-way industries. She has over a decade of experience on Southern California Edison’s Distribution Project and manages a professional staff of right-of-way agents. She is actively involved in property acquisition negotiations for rights-of-way, as well as for fee-purchase transactions. Cindy currently acquires rights-of-way for Southern California Edison’s new and existing infrastructure projects, and also specializes in property acquisition for municipal street improvement projects. Cindy’s background includes legal description writing, automated computer-aided drafting (AutoCAD), as well as title research and analysis. She managed a team of five agents to secure rights-of-way for a substantial portion of Southern California Edison’s 250 mile “Tehachapi Renewable Transmission Project”. Cindy is a graduate of the University of California at Los Angeles.
Steve has nearly 20 years of experience working in the electric utility and right-of-way industry, and he has approximately 12 years of experience on Southern California Edison’s Utility Distribution Project. His experience includes land title research, acquisition, analysis, advanced legal description writing, engineering design, and automated computer-aided drafting (AutoCAD) and project management. He also has extensive expertise in advising, communicating, and meeting with planners, city officials, and landowners to discuss the scope of projects and easement locations, as well as conducting and presenting easement process training sessions to SCE’s district planners. Steve studied engineering at California State University, Fullerton.
Glenn has over forty years of experience working in the electric utility, land development and right-of-way industry. As a Civil Engineer for the City of Los Angeles, Glenn supervised projects involving land development, right-of-way and sewer design; as well as, managing numerous engineers. Glenn has extensive experience in field investigations and legal description writing for municipality action. He is currently working on Southern California Edison’s utility distribution project and is performing final legal description and exhibit approvals for Spectrum Land Services. His areas of expertise include analysis of civil engineering data, maps, land title research, right-of-way analysis, and advanced legal description writing. Glenn has a M.S. in Civil Engineering, California State University, Long Beach and is a Registered Professional Civil Engineer in the State of California.
Vicky has 13 years of experience working in the right-of-way industry with an extensive background ranging from title examination and analysis to handling high-level negotiations for the purpose of acquiring utility easement rights. Vicky has over ten years of experience on Southern California Edison’s Utility Distribution Project, including working closely with various municipalities in the acquisition of complex and ongoing Rule 20A projects. She manages right-of-way acquisitions in connection with Southern California Edison’s telecommunications network. She has her California Real Estate License and attended Chapman University in Orange.
